Users and teams
Permissions say what a person can do. Teams say whose queue a review lands in. To decide on a step, you need to be in its team and have Review & approve.

Participant users are managed by each organisation’s Super User.
Teams route reviews: a review lands in the queue of the team its step (Data validation or Release decision) is assigned to. To decide on a step you need both: team membership and the Review & approve permission. To confirm Nobody can decide on their own submission, and the same person can’t give both the first and the final approval. Super admin is a role, not a team: a super admin can act at any stage without being in its team.

Managing users and teams is for the JoPACC super-admin
Ask the super-admin if your permissions or teams need to change.
